Bonds, Clerk to the Board Commissioner Barnhart proposed that a request be made for legislative review of the funding formulas used by the North Carolina Department of Transportation. U~ON MOTION of Commissioner Barnhart, seconded by Commissioner Privette and unanimously carried, the Board voted to ask the North Carolina Association of County Commissioners to request the General Assembly to review and analyze the funding allocation formula used by the North Carolina Department of Transportation in establishing road .construction and maintenance programs as well as the legislative allocation of the highway use fund and gas tax revenues. The purpose of this request is to seek a more direct relationship between the distribution of road construction revenues and traffic-related demand. Chairman Fennel stated the Board would consider other legislative goals as they are brought forward by members of the Board. APPOIN~4EMTS TO BOARDS ~ COMMITTEES Region F Aging A~visor}- Connuttbee (Alternate Meanber) ~PON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board appointed Ms. Vernie King as the alternate member to the Region F Aging Advisor~ Committee for a term ending Jt~le 30, 2001. Water & Sewer A~thority of Cabarrus Ccunt~ (At-Large Appointment) The Board acknowledged the resignation of Mr. Wiltiam F. Connolly as the "at-large" member from the Board of Directors for the Water and Sewer Authority of Cabarrus County (WSACC). The Articles of Incorporation state that the County Commissioners make the at-large appointment "with the advice of the ~ther organizing politlcal subdivisions.~ Stating WSACC has a number of major issues to address ~n the future, Commissioner Barnhart suggested that the Board interview persons for this position. There was general agreement to this proposal. UPON MOTION of commissioner Barnhart, seconded by Chairman Fennel and unanimously carried, the Board deferred the appointment of the ~at-large" member to the Board of Directors of the Water and Sewer Authority of Cabarrus County. Librar~ Board of Trustees Commissioner Carpenter requested that the appointment to the Library Board of Trustees be deferred until the next meeting. UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and unanimously carried, the Board deferred the appointment to the Library Board of Trustees to the next meeting. Proposed Citizens Grou~s to Ev&luate O~tions for the Future Reuse of Odell and Bethel Elemental], Schools Commissioner Carpenter reported that Cabarrus County School Board Member Grace Mynatt had requested that two School Board members be appointed to the proposed committees to evaluate options for the future reuse of 0dell and Bethel Elementary Schools.
