<br />to the Board.

<br /> Chairman Fennel called the meeting to order at 6=30 p.m.
<br />
<br /> Webelos Den, Cub Scout Pack 108 of the Otlwood Presbyterian Church
<br />conducted tha Flag Ceremony. Scouts participating in the ceremony included
<br />Douglas Rodale, Eric Bridges, Phillip Young, Nick Muccio, Brendan Pope, James
<br />Roseman, Micah ;Lrrants,' Bruce Griffin, Cameron Cook, Chris Bich, Justin
<br />Bland, Shana Norris, Andrew Marshan, Patrick Grogg, Marshall Fendrey, Bay
<br />Atkinson, Alton Troglin, Nail Quinn, Michael Benson and Benjamin Hu~fman.

<br /> Reverend Zach Harris III of the Centergrove Lutheran Church gave the
<br />invocation.

<br />Barnhart and unanimously carried, the Board approved the following minutes as
<br />written: August 15, 2000 (Recessed Meeting); August 21, 2000 (Regular
<br />Meeting); September 7, 2000 (Becessed Meeting)

<br /> Mr. Paul Bessent, Chairman of the Board of Directors for the local Kids
<br />vo=ing Program, presented a brief overview of Kids Voting that is sponsored
<br />by the Cabarrus Regional Chamber Of commerce.
<br />
<br /> D~PON MOTION of Commissioner Barnhart, seconded by Commissioner Privette
<br />and unanimously carried, the Board adopted the following Proclamation.

<br />encouraging our youth to be active in all areas of citizenship; and
<br /> ~{EREA~, the right to participate in a free and open election system by
<br />voting fo~ governmental leadership is a fundamental and essential element in
<br />democratic governance; and
<br /> WHEREAS, Kids Voting is co~ating the crisis of low voter turnout which
<br />places our democratic way of life at risk; and
<br /> WHEREA~, Kids Voting is a nationally successful program designed to
<br />educate and encourage our youth to participate in the electoral process; and
<br /> WHERF~%S, the system Kids Voting uses builds citizenship through family
<br />participate thus reinforcing important values;
