that regular Social Security payments are counted in computing cash assistance a family <br />may be entitled to receive. <br /> <br /> Finally, the proposed plan addresses measures'to be taken to strengthen services <br />and resources available to help families moving off'welfare, to remain offwelfare. Chief <br />among these are work with Individual Development Accounts to promote home <br />ownership and education of young people, and implementation of a "Cars to Work" <br />(donated vehicles) program to alleviate some transportation barriers. <br /> <br />Reques. ts <br /> <br /> The planning effort was, in my view, highly successful in identifying and laying <br />the groundwork for measures that will make Cabarms County's welfare reform effort <br />even more successful. I am requesting that the Board of Commissioners: <br /> <br />'1. Approve the proposed Cabarrus County Work First Block Grant Plan <br /> for FY's 2001-03. (The Chairman would need to sign the certification on <br /> page 24, and. have the Plan forwarded to the Director of. the North <br /> Carolina Division of Social Servic6s prior to the December 1, 2000 <br /> deadline.) <br />2. Express appreciation to the citizens from across the community it <br /> appointed to the planning committee for the excellent work which they <br /> did in preparing the proposed plan update. <br />3. Reaffirm its request that Senator Hartsell pursue authorization in the <br /> upcoming session of the General Assembly for an extension of the Work <br /> Over Welfare demonstration program for two years beyond the current <br /> expiration date of June 30, 2001, and for a modification of the program so <br /> that it will be consistent with the major policy features of the County's <br /> Work First Block Grant Plan for this period. <br /> <br /> (The reason for the modification of the Work Over Welfare Program requested in <br />number 3 is to help to assure that the County will be able to continue to have the <br />flexibility to operate its welfare refo,m effort in a way that is best for our citizens, even if <br />the County is not selected as an electing county.) <br /> <br /> Please advise me ifI may provide additional information. <br /> <br />Thank you. <br /> <br />cc: Social Services Board <br /> <br /> <br />
