B. County Developed Performance Goals <br /> <br />1. Prevention of Welfare Dependency <br /> <br />a. Activities/support services that will enable us to meet this goal: The <br /> department will continue the 3?ew Focus diversion program to meet this goal. <br /> New potential applicants requesting WFFA will be diverted to Employment <br /> Services Intake, where they will have a full family comprehensive assessment <br /> done. Once this is completed, there will be efforts made by the social worker <br /> and other agency staffto meet their short-term needs through financial <br /> assistance, counseling, as well as on-site employment assistance provided by <br /> ESC stalE. The proposed increase in Diversion Assistance payments to <br /> $l,200.00 will assist in this effort. Diverted clients, as always, are encouraged <br /> to apply for medicaid and food stamps. We do recognize and take very <br /> seriously the need for dependent coverage for working families and those <br /> seeking work in the area of medical insurance. Many small employers, in <br /> particular, provide partly subsidized group insurance, but in many cases, it is <br /> entirely up to the employee to provide insurance for their dependent children. <br /> ~a Cabarrus County, we are making strong efforts in providing outreach for <br /> NC Health Choice for Children through a Covering Kids grant. <br />b. Who will carry these services out: These services will he provided by DSS <br /> st'afl, ESC, UFS, CCM, and other external providers. <br />c. Location of these services: Services will primarily be located at DSS, but <br /> referrals may be made to outside resources. <br />d. Measurement of outcomes: The department already has internal tool for <br /> measuring this, and will continue to utilize this. <br /> <br />2. Increased Number of Individual Development Accounts (IDA's) Established to <br /> Assist Working Families <br /> <br />a. Activities/support services that will enable us to meet this goal: Our goal <br /> is to expand IDA's to not only assist families in securing affordable housing, <br /> but to assist the children in the household in saving for post-secondary <br /> education or training. Our plan is to work closely with Cabarrus County <br /> Community Development Corporation, our partnering agency for IDA's, m <br /> expand this program. We plan to develop partnerships and grants for <br /> mentoring and tutoring to further prepare students up through high school for <br /> post-secondary training. Staffis presently being sent to state training on <br /> IDA's in order to assist us in being better prepared to meet this challenge. <br /> This will involve closely assessing families to determine needs and their long- <br /> tem~ goals. <br />b.. Who will carry these services out: Employment staff from ~he department, <br /> with assistance from CCCDC staff will work with clients to carry the IDA <br /> program out and meet this goal. <br /> <br /> <br />
