Seamon
Chiet'Court Counselor

MEMORANDUM

TO: Susie Bonds
FROM: Wes Seamon~:~
8~retary, Cabarrus Juvenile Crime Prevention Council
DATE: December 12, 2000
RE: Appointments To Juvenile Crime PreVention Council

The Cabarrus Juvenile Crime Prevention Council was recently advised by the office
of George Sweat, Secretary of the Department Of Juvenile Justice and Delinquency
Prevention, the term of the current JCPC Councils should be extended until June 30, 2001
in order that these temps of service might correspond to the fiscal year instead of
calendar year. This would enable existing councils to continue to serve through their
County JCPC funding process which runs concurrent with the fiscal year. I would
therefore respectfully request that the Cabarrus County Commissioners consider
extending the terms of the current Caharrus Juvenile Crime Prevention Council until June
30, 2001.

Please note that the following members have been unable to attend any of the 2000
meetings: Janice Cany (County Commissioner appointee), Michael Green (County
Commissioner appointee) and Melanie Grooms (Person under age 21). Ms. Catty and
Mr. Green have expressed a regret at not being able to serve and have verbally requested
that they be excused from their appointment to the J.C.P.C. Ms. Carry and Mr. Green
have failed to submit a letter ofresignation. I have been unable to make contact with Ms.
Grooms. In addition, please note that Martin McGee has previously served as Juvenile
Defense Attorney. Since his appointment as District Court Judge, Mr. McGee wilt be
unable to fill this designated position. The Juvenile Crime Prevention Council would
request that each of these members be removed from council membership.

Also note that the council would like to recommend that the following individuals
be approved to fill the following vacancies:

Cabarrus County Courthouse, 77 Union Street South, Concortt, North Carolina 28025
STATE COURIER NO. 05-03-18
