<br />Cash and investments at June 30, 1999, amounted to $44,392,412 and consisted of $39,501,368 in the
<br />General Fund, $I,174,774 in the Water and Sewer Fund and $3,716,270 in the Solid Waste Fund.
<br />Additionally, the County had $2,272,230 in Special Revenue accounts and $10,464,715 in Capital
<br />Projects accounts.

<br />The unreserved and undesignated fund balance in the General Fund at June 30, 1999,
<br />amounted to $30,155,982, which was equivalent to 33.56% of the General Fund's expenditures
<br />and transfers (net) for the 1998-99 fiscal year.
<br />
<br />Ad valorem taxes were inflated for the 1998-99 fiscal year as a major settlement was reached
<br />with Philip Moms for discoveries.of previous years' taxes.

<br />Solid Waste Enterprise
<br /> Cabarrus County closed its landfill on December 31, 1997. The County still operates a construction
<br />and demolition landfill and recycling facilities. The cost for construction and demolition disposal is
<br />
<br />$20.00 per ton.

<br />Water and Sewer System
<br /> In recent years, the County completed construction of the Coddle Creek Reservoir and owns a 50%'
<br />interest in another reservoir. On July 1, 1996, the County turned over the operations of the reservoir to
<br />the Cabarrus County Water and Sewer Authority. The municipalities are responsible for water
<br />distribution and wastewater collection. Sewage treatment is handled by the Cabarrus County Water and
<br />Sewer Authority which operates a regional treatment plant and is constructing another smaller plant. The
<br />County's utility operations are limited to supplying raw water.
