909 Kansas Street
Kannapolis, NC 28083
704.938,5156 Tel
704. 938.69t6 Fax

TIME WARNER
CABLE

November l6,2000

Mr. Frank Clffion, Jr.
Cabarms County Manager
PO Box 707
Concord, NC 28026-0707

Dear Mr. Clifton:

Last week Time Warner Cable announced new rates and services for 2001. Because`
there are many new channels and changes, I wanted to recap the highlights for you.

New to the standard service lineup for 2001 will be Fox News and TV Land, both of
which have ranked very high on'our customer's request lists. The digital service tier will
add Food Network, Bloomberg TI/, Tech TV, Trio, Newsworld Imernational, MTV 2,
andNoggin at no additional cost to custon~rs. This past summer we also moved ESPN2
from the preferred tier to the standard tier, and added Turner South.

This has been a busy year. RoadRunner, our high speed internet service debuted in
September and Digital Cable was launched this past montl~ You probably also read that
we are hunching an exclusive Time Warner 24-hour local news channel in 2001.

We have announced a new rote structure, which will become effective January 1, 2001. I
have included a copy of the new rate structure and complete channel lineup.

New programming and investments in new technology are cited as the reasons for the
rate changes. The aggregate increase for the most popular service, standard cable, will be
approximately 5%.

Cable television, like every other business, must analyze its operating expense against the
price it charges for its products and services on an annual basis. We manage our
expenses and listen to our customers. The demand for increased access to improved
technology and the demand for more programming choice drives our business. The costs
of providing outstanding diversified programming and full coverage of local and national
sports events continue to esc_a_10te. But we are committed to providing our customers
what they want: great entertainment and a state-of-the-art delivery system at a good
value.
