<br />COUNCIL OF GOVERNMENT FUNDS
<br /> Section 16.27.(a) Of the funds appropriated in this act to the Department of Commerce, nine hundred
<br />ninety thousand dollars ($990,000) for the 1999-2000 fiscal year and nine hundred ninety thousand
<br />dollars ($990,000) for the 2000-2001 fiscal year shall only be used as provided by this section. Each
<br />regional council of government or lead regional organization is allocated up to fifty-five thousand dollars
<br /> ($55,000) for each fmc. al year, with the actual mount calculated as provided in subsection Co) of this
<br />section.
<br /> Section 16.27.(b) The funds shall be allocated as follows: A st~'e of the maximum
<br />thousand dollars ($55,000) each rise. al year shall be allocated to each county and smaller city based on
<br />the most recent annual estimate of the Office of State Planning of the population of tl~t county (less
<br />the population of any larger city within that county) or smaller city, divided by the sum of the total
<br />population of the region (less the population of larger cities within that region) and the total population
<br />of the region living in smaller cities. Those funds shall be paid to the regional council of government for
<br />the region in which that city or county is located upon receipt by the Department of Commerce of a
<br />resolution of the governing board of the county or city requesting release of the funds. If any city or
<br />county does not so request payment of funds by June 30 of a State fiscal year, that share of the allocation
<br />for that fiscal year shall revert to the General Fund.
<br /> Section 16.27.(c) A regional council of government may use funds appropriated by this section only
<br />to assist local governments in grant applications, economic development, community development,
<br />support of local indusl~ial development activities, and other activities as deemed appropriate by the
<br />member governments.
<br /> Section 16.27.(d) Funds appropriated by this section shall not be used for payment of dues or
<br /> member governments and shall not supplant funds appropriated by the member
<br />

<br /> As used in this section, "Larger City" means an incorporated city with a
<br /> or over. "Smaller City~ means any other incorporated city.
<br /> Section 16.27.(0 Each council of government or lead regional organization shall do the following:
<br /> (1) By lanuary 15, 2000, and more frequently as requested, report to the Joint Legislative
<br />Commission on Governmental Operations and the Fiscal Research Division the following information:
<br /> a. State fiscal year 1998-99 program activities, objectives, and accomplishments;
<br /> b. State fiscal year 1998-99 itemized expenditures and fund sources;
<br /> c. State fiscal year 1999-2000 planned activities, objectives, and accomplishments, including actual
<br /> results through December 31, 1999; and
<br /> d. State fiscal year 1999-2000 estimated itemized expenditures and fund sources, including actual
<br /> expenditures and fund source~ through December 31, 1999;
<br /> (2) By January 15, 2001, and more frequently as requested, report to the Joint Legislative
<br />Commission on Governmental Operations and the Fiscal Research Division the following information:
<br /> a. State fiscal year 1999-2000 program activities, objectives, and accomplishments;
<br /> b. State fiscal year 1999-2000 itemized expenditures and fund sources;
<br /> c. State fiscal year 2000-2001 planned activities, objectives, and accomplishments, including actual
<br /> results through December 31, 2000; and
<br /> d. State fiscal year 2000-2001 estimated itemized expenditures and fund sources, including actual
<br /> expenditures and fund sources through December 31, 2000; and
<br /> O) Provide to the Fiscal Research Division a copy of the organization's annual audited financial
<br />statement within 30 days of issuance of the statement.
