Box 707 <br />Concord, NC 28026 <br /> <br />Re: Downtown Parking Management Plan <br /> <br />Dear Mr. Clifton: <br /> <br />The City of Concord is in the process of conducting a Downtown Parking Management <br />Plan for the Municipal Service District of Concord. John Edwards, who is a <br />transportation consultant, from Atlanta will direct this plan. Mr. Edwards is highly <br />recommended and has experience working with over a hundred downtowns nationwide. <br />The study will begin in mid December and take 90 to 120 days to complete. The <br />Management Plan will identify existing parking usage on a block basis, examine issues <br />such as utilizing parking meters, time limits and paid lots, and redesign off street lots and <br />on street parking where appropriate. The study will also examine current and future <br />County and Court related parking demands. A copy of the scope of services detailing the <br />specific task to be undertaken is attached to this letter. <br /> <br />The City Council and Concord Downtown Development Corporation are very excited <br />about the Parking Management Plan and how it fits into the overall Downtown Master <br />Plan, which will be commencing in February. Both the City and CDDC feel that it is <br />critical that the County be fully involved in the entire process. The County provides a <br />large amount of parking for downtown and creates a high demand through the Court <br />system and everyday operations.
