level of risk. structure, punishment, supervision and service needs. Based on the <br />assessment, a treatment and/or service plan is created for the offender and recommended <br />to the judge at the time of sentencing. The caseload foe Community Service averages <br />around 200 per month, and participants are a mixture of unsupervised and supervised <br />probationers, as well as juveniles, DWI's and deferred prosecution cases. All intensive <br />probation cases have Community Service responsibilities. The directors of the <br />Community Penalties program and the Community Service program are active members <br />of the Advisory Board. <br /> <br />Mental health and substance abuse treatment services are the responsibility of Piedmont <br />Behavioral Health Care, Cabarrus Center. Piedmont Behavioral Health Care has a TASC <br />pro,am, but it is currently not available to Cabarrus Center. <br /> <br />PROBATION DATA <br /> <br />Probation data were provided by Research and Planning in the Department of Correction <br />and the Division of Community Corrections in Cabarrus County. Table 6 provides <br />information on the current probation population and 1997 admissions in Cabarrus <br />County. <br /> <br />TABLE 6 <br /> <br />No. of probationers as of 12/30/98 <br /> <br />No. of probation entries in 1997 <br /> <br />Rate of admission to probation in 1997 <br /> <br />1,654 <br />1,000 <br />8 (per !,000 citizens) <br /> <br />Two-hundred twenty-three (223) probationers in Cabarrus County were revoked in 1997; <br />one-hundred forty-one (141) for technical vioiations and fourteen (14) for new crimes. <br />Reasons for other violations were absconding (45), administrative (1) and unknown (22). <br /> <br />Nine revocations can be directly tied to substance abuse; however it is probable that <br />many other violations also involved alco,~,oi and/or drugs. <br /> <br />In those cases in which an active sentence is authorized, the jfidge will impose a single <br />sentence for misdemeanants and a minimum sentence and maximum sentence for felons. <br />The defendant will serve all of the misdemeanor sentence and all of the felony minimum <br />sentence. Misdemeanants who receive a sentence of up to 90 days will be housed in a <br />local jail.
