REQUEST FOR PROPOSAL (RFP): <br />Intensive and Regular Outpatient Substance Abuse Treatment Services <br /> <br />Section I: introduction: <br /> <br />Purpqse: The purpose of the Request for Proposal is to solicit proposals to provide Intensive <br />Outpatient Substance Abuse Treatment (IOPT) and Regular Outpatient Substamce Abuse <br />Treatment CKOPT) for offenders who have received Intermediate Sanction punishments mud are <br />being served through a local Criminal Justice Partnership Program. <br /> <br />Back.*round: In conjunction with the passage of Structured Sentencing during the 1993 <br />legislative session, the General Assembly enacted the State/County C~minat Justice Partnersh/p <br />Act to expand community-based sentencing options. The Board of Commissioners of <br /> ?abarrus County appointed an Advisory Board to target an offender group for se,w/ce <br />by developing a plan for a community-based corrections program. Funds have been provided for <br />each county based on the county'~ poputation and the number of offenders on probation in that <br />county in recent ye~_-s. In order to obtain these funds, the Advisc~ Board must complete a <br />data-based planning process, and its plan must be approved by the Secreta.D' cf the North <br />Carolina Department of Correction and the State Criminal Justice Partnership Board. <br /> <br />Section l[l. Stipulations for Writing the Proposal: <br /> <br /> I. Licensure: For vendors proposing to provide both IOPT and R. Project Description: <br /> <br />Intensive Outpatient Substance Abuse Treatment <br /> <br />The vendor shall provide a comprehensive evaluation of the needs of the offender sentenced to <br />the program, including an individualized substance abuse assessment, vocationJ assessments, <br />mental status and/or psychological evaluation, legal assessment and family/social/medical h~story. <br />In regards to delivering an individualized substance abuse assessment and treatment plan for each, <br />offender, the following guidelines have been developed: <br /> <br /> <br />
