REQUEST FOR PROPOSAL (RFP): Intensive and Regular Outpatient Substance Abuse Treatment Services Section I: introduction: Purpqse: The purpose of the Request for Proposal is to solicit proposals to provide Intensive Outpatient Substance Abuse Treatment (IOPT) and Regular Outpatient Substamce Abuse Treatment CKOPT) for offenders who have received Intermediate Sanction punishments mud are being served through a local Criminal Justice Partnership Program. Back.*round: In conjunction with the passage of Structured Sentencing during the 1993 legislative session, the General Assembly enacted the State/County C~minat Justice Partnersh/p Act to expand community-based sentencing options. The Board of Commissioners of ?abarrus County appointed an Advisory Board to target an offender group for se,w/ce by developing a plan for a community-based corrections program. Funds have been provided for each county based on the county'~ poputation and the number of offenders on probation in that county in recent ye~_-s. In order to obtain these funds, the Advisc~ Board must complete a data-based planning process, and its plan must be approved by the Secreta.D' cf the North Carolina Department of Correction and the State Criminal Justice Partnership Board. Section l[l. Stipulations for Writing the Proposal: I. Licensure: For vendors proposing to provide both IOPT and R. OPT se.wices, rko c:~:r~ctor must be licensed through the North Carolina Department of Human Resources and the plnysical facility where the treatment se,wices will be provided must be [ice,used or licensable ~?' the N.C. Division of Facility Services. 2. Evaluation Criteria: Proposals wilI be evaluated qn their comprehensiveness and thoroughness in addressing the Intensive Outn~atient and Regular Outpatient Treatment program issues outlined in the foltowing section. Section III. Project Description: Intensive Outpatient Substance Abuse Treatment The vendor shall provide a comprehensive evaluation of the needs of the offender sentenced to the program, including an individualized substance abuse assessment, vocationJ assessments, mental status and/or psychological evaluation, legal assessment and family/social/medical h~story. In regards to delivering an individualized substance abuse assessment and treatment plan for each, offender, the following guidelines have been developed:
