S. Chapter 164 <br />to reqUa'e the North Carolina Sentencing and Policy <br />Advisoo' Commission to (1) evaluate juvenile disposi- <br />tional laws and policies and report its recommenda- <br />tions to the General Assembly an~,~!ly: (2) develop an <br />Ofrice of Juvenile Justice facilities population simula- <br />tion model: (3) determine long-range needs oftbe <br />juvenile justice system and recommend policy ptiori- <br />ties: (4) determine long-range information needs of the <br />juvenile justice system and acquire the information as <br />it becomes available: (5) identify, critical problems in <br />the juvenile justice system and recommend strateg/es <br />to solve them: (6) assess the cost-effectiveness of the <br />system's use of state and local funds; (7) recommend <br />goals, priorities, and standards for the allocation of <br />juvenile justice funds; (8) monitor and review the <br />juvenile justice system on an ongoing basis; (9) review <br />any proposed legislation that changes the range ora <br />dispositional level and make recommendations to the <br />General Assembly; and (10) collect, develop, and <br />maintain statistical data relating to juvenile justice. <br /> The Budget Act, S.L. 1998-212 (S 1366), allocates <br />to the commission $119,512 nonrecurring and $73,463 <br />recurring, to provide contractual services and two <br />research analyst positions to support juvenile data col- <br />lection needs and to update the juvenile population <br />simulation model. The positions become effective <br />December 1, 1998. <br /> As described above. S.L. !.998-202 dkects the <br />Office of Juvenile Justice to consult with the commis- <br />sion in studying blended sentencing and direct filing in <br />certain juvenile cases. It also adds a representative of <br />the Office of Juvenile Justice to the commission's <br />membership. <br /> <br /> Criminal Justice Information Network <br /> S.L. 1998-202 amends G.S. 143-.66 l(a) to expand <br />the pm'pose of the Criminal Justice laformanon Net- <br />work to include the sharing of juvenile justice infor- <br />mation among law enforcement judicial, and correc- <br />tions agencies. <br /> The act requires the Criminal Justice Information <br />Network Governing Board to <br /> <br /> 1. develop a juvenile justice information plan for <br /> creation of the juvenile justice information <br /> system, to ensure that the system will enable <br /> the state to evaluate the efficiency and effec- <br /> tiveness of the juvenile justice system as wetl <br /> as to monitor and evaluate the progress of <br /> individual juveniles. <br /> 2. develop a comprehensive juvenile justice <br /> information system pursuant to the ptan~ <br /> including a system to collect specified data <br /> and information about every juvenile alleged <br /> to be delinquent. <br /> 3. study the most appropriate methods and pro- <br /> cedures for obtaining, retaining, and releasing <br /> fingerprints and photographs of juveniles <br /> alleged to be delinquent. <br /> 4. consider issues relating to the expunction of <br /> juvenile records. <br /> 5. report to the chairs of the Senate and House <br /> Appropriations Committees and to the Fiscal <br /> Research Division by May 1, 1999. <br /> <br /> The Budget Act. S.L. 1998-212 (S 1366). allocates <br />$600,000 ia nonrecurring funds and $120,000 in recur- <br />ring funds, to the Judicial Department for the juvenile <br />justice information system. The funds must be used for <br />one project coordinator and two business system ana- <br />lys~s and for conuactual funds to develop the juvenile <br />justice information system plan and the scope and <br />design of the system. The positions become effective <br />December 1, 1998. N6 additional state or federal funds <br />may be expended for the juvenile justice information <br />system until the Criminal Justice Information Network <br />Governing Board submits the juvenile justice informa- <br />tion plan to the House and Senate Appropriations <br />Committees. <br /> <br />Budget Provisions <br /> <br /> To implement the provisions of the Juvenile Jus- <br />tice Reform Act, section 8.1 of S.L. 1998-212 (S <br />1366), the Current Operations Appropriations and <br />Capital Improvement Appropriations Act of 1998 (the <br />Budget Act), establishes a Juvenile Justice Reserve <br /> <br />27 <br /> <br /> <br />
