Box 707
Concord, NC 280260707

Dear Ms. Casper:

Again, congratulations on your 1998 Urgent Repair Program (URP98) award. This is to
outline the necessary steps to be taken in order that you may begin your program.

The first step is to provide the North Carolina Housing Finance Agency (the Agency) with
the documentation requested in the enclosed "Post Approval Documentation" packet and
also to complete those sections of the enclosed packet that request specific information, or
require signatures for certification.

When the completed packet has been returned to the Agency (to the attention of your case
manager), along with all the requested documentation, it will be reviewed by your case
manager. Once approved, two (2) copies of your Funding Agreement will be forwarded to
you. It will be the responsibility of the chief administrative official to sign the Funding
Agreement (both copies) and return one of the executed copies to the Agency. Keep the
other copy for your records. Once the Agency receives the copy of the Funding Agreement
signed by the chief administrative official, you will be forwarded your first disbursement of
Program funds equal to 50% of your total URP98 allocation.

Remember the sooner you return the completed Post Approval Documentation packet, the
sooner you may begin your program. Should you have any questions, please contact your
case manager listed in the instructions section of the enclosed packet. We look forward to
working with you toward the successful completion of your URP98 grant.

Sincerely,

Richard Smith-Overman
Housing Rehabilitation Officer

Cc: Mr. Louis Partain, Weatherization Coordinator

f:\privateXhopd\u rp\urp98\adenda\cov.ltr
