ASSISTANCE POLICY <br /> <br />Solicitation of Applicants <br /> <br />All very Iow income and low income households in Cabarrus County with <br />special needs are encouraged to participate in applying for repairs / <br />modifications under the NCHFA Housing Fund Urgent Repair Program. <br /> <br />The Agency will place an ad in the local newspaper or TV Channel 12 and use <br />referrals from WAP, MHR clients and referrals from other human service agencies. <br /> <br />C. The agency will maintain a waiting list of potential clients. <br /> <br />Cabarrus County shall receive from the North Carolina Housing Finance <br />Agency Housing Trust Fund Urgent Repair Program $50,000 to us County repair/ <br />Modify approximately 15 homes in Cabarrus County. <br /> <br />I. <br /> <br />Service Area: Cabarrus County including the cities of Mt. Pleasant, Concord, <br />Harrisburg, the Cabarrus County portion of Kannapolis and Midland, NC. <br /> <br />AcceotinR Aoolications: Applications must possess an ownership interest in the <br />property or a life estate. <br /> <br />Applications will be received from October 1, 1998 until ali funds have been <br />Committed. The program will last 18 months from the time of signing funding <br />agreement. <br /> <br />Applications will be accepted on a first come basis throughout the service area. <br />Applications must meet the income standards for the Program as set forth by the <br />Program guidelines as established for Cabarrus County. <br /> <br />E. How Beneficiaries shall be approved/selected: <br /> <br />They shall be selected from the first come application list, as their income is <br />verified, and they fall into the point system for qualifying. If an individual <br />qualifies but is Iow on the point list they will be moved down on the list until <br />a time that they qualify on the point list. <br /> <br />bo <br /> <br />Only low and very low income owner occupants with special needs can be <br />assisted under the Program. A minimum of 70% of a recipients allocation <br />must benefit very Iow income households with the remainder going to benefit <br />Iow income households. <br /> <br />c. Special needs are listed on Page #3, Item #4. <br /> <br />Point System: <br />Client needs will be met according to the following point system: <br />a. Emergency electrical needs <br />b. Emergency plumbing needs <br />c. Leaking roofs and no heat situations <br />d.
