149 ilTII

MEMORANDUM

TO:
FROM:
DATE:
SUBJECT:

Frank Clifton, County Manager
Jim Cook, Social Services Dire,cto~r..
1-11-99
Budget Amendment Requests

I am asking that the Board of Commissioners approve the enclosed budget
amendment request at its 1-19-99 meeting.

This amendment request would add grant funding for the Smart Start Program and
the Welfare to Work Program to the Department's budget. The Board approved the
Department's application for these grants at its 11-16-98 meeting. No county matching
funds are required.

Enclosed is the memo dated 11-9-98 we prepared in connection with the
Department's request to apply for these grants. This memo outlines the amounts and
intended uses. All funds are to be used to purchase services for low-income working
families and families making the transition from welfare to work.

It should be noted that the Smart Start Program grants reflected in the amendment
are for one-half the amounts given in the 11-9-98 memo as those amounts were for
twelve-month grant programs. The grantor has determined that at this point, grants will
be made only for the six-month period January through June 1999.

Please advise me of any additional information needed.

Thank you.

Department of Social Services
1303 South Cannon Blvd. Kannapolis, NC 28083 (704)939-1400
