TAC By-laws <br />Pg. 2 <br /> <br />o <br /> <br />To act as the primary policy body in transportation planning in those program <br />areas where the NCDOT's specific concurrence is not required by Federal or State <br />law. <br /> <br />To take an active role in providing leadership and guidance in the transportation <br />planning process by meeting on a reg.lar basis. <br /> <br />10. To estab~h goals and objectives for the transportation planning process. <br /> <br />ARTICLE III: Responsibilities <br /> <br />As specified in the Memorandum of Understanding (Agreement # 02-01-95) the <br />responsibilities of this committee shall include: <br /> <br />· The establishment of goals and objectives for the planning process. <br />· Review and approval of a prospectus for transportation planning which defines work <br /> tasks and responsibilities for the various agencies participating in the transportation <br /> planning process. <br />· Review and approve changes to the Metropolitan Area Boundary (MAB) as well as <br /> review and recommendation for changes to the National Highway System (NHS). <br />· Review and approve the Cabarrus - South Rowan Urban Area MPO Planning Work <br /> Program (PWP). <br />· Review and approve changes to the adopted Cabarrus - South Rowan MPO long <br /> range transportation plan (as required by general statutes section 136-66.2 (d), <br /> revisions in the area's thoroughfare plan must be jointly approved by the local <br /> governing body having jurisdiction and NCDOT). <br />· Review and approve of the Cabarrus - South Rowan Urban Area MPO Local <br /> Transportation Improvement Program (LTIP) for multi modal capital and operating <br /> expenditures to insure cooperation between local and state capital and operating <br /> improvement programs. <br /> <br />ARTICI.F. IV: Members <br /> <br />Section 1 - Numbers and Qualification <br />The TAC shall consist of those specified in the Mernorandum of Understanding <br />(Agreement # 02-01-95). Each jurisdiction shall appoint an alternate to serve in the <br />absence of an appointed representative. The TAC may accept representatives of other <br />local agencies involved in transportation related activities. At the pleasure of the TAC, <br />those new members may be voting, or advisory, non-voting members provided the <br /> <br /> <br />
