ICASARRUS COUNTYI
NOR11~ C~80LINA

MEMORANDUM

To:

From:

Date:

Re:

Board of Commissioners

Frank W. Clifton, Jr.

January 11, 1999

Sale of County Property

Attached is a proposal to purchase 12 acres of County owned land located on Highway 601. The proposed
purchase price is $363,660 or approximately $30,300 per acre. The land is also the site of the County's
current motor vehicle repair facility.

The motor vehicle repair facilit~ is scheduled to be replaced this fiscal year and will be located
next to the Animal Shelter and General Services buildings. Bids are due to come before the Board
within 60 days.

(2) The purchase will have to go through the upset bid process as required by law.

The Board may elect to consider the offer and authorize staff to proceed with the upset bid process. Alter
that process has been completed, the Board may sell the land or decide to reject the sale. The Beard may
also elect to reject the proposal and wait for a higher purchase price proposal.

It is my recommendation that we proceed with the upset bid process to determine "market" interest and
value of the property. That process will take approximately 30 days to complete (depending on the number
of upset bids). After that process, the Board still retains the right to a final decision on a sale.

Respectfully,

Jr.

FWC/lsg

Attachment

Cc: Ted Hunt
Jeff Carpenter
Fletcher Hartseli

Office of the County Manager

P.
