CABARRUS COUNTY

February 9, 1999

To:

Cabarrus County Deputy Manager
Cabarms County Manager
Cabarrus County Board of Commissioners

From:

Mr. Steve L. Little, Director
Cabarrus County Parks and Recreation Department

Subject: Recommendation for Dam Repairs at Lake Concord and Frank Liske Park

In 1995 and 1996, State of North Carolina Regional Engineers noted in their
annual inspections that repairs must be completed on dams at Lake Concord Reservoir
and Frank Liske Park. After several years of design/modifications, State of North
Carolina Regional Engineer approved Frank Liske Park dam repairs on December 28,
1998 and Lake Concord dam repairs on August 27, 1998. By combining the
two dam repairs under one bided project, Cabarms County could receive more
competitive bid prices from contractors. Engineering firms, Dewberry & Davis and W.
Earl Cochran & Son, jointly coordinated the design, specifications and bidding of these
projects.

On February 9, 1999 at 2:00 p.m., Cabarrus County opened six eligible bids for
these two projects. The bided amounts ranged from $271,839.00 to $123,900.00.
Attached is the Bill Tabulation Sheet for your review. Also attached is Dewberry and
Davis Engineering Firm's recommendation for awarding these two projects.

The overall low bidder for these two projects is Brown Utilities Company of
Concord for $123,900.00 (Frank Liske Park Dam Repairs - $108,900.00 and Lake
Concord Dam Repairs - $15,000.00). Cabarrus County Parks and Recreation Department
recommends these two projects be awarded to Brown Utilities Company for $123,900.00.
This bid amount is within the approved funds in the Fiscal Year 1998-99 Budget.

If you have any questions, please feel free to contact me.
