Clifton, ]r., County Manager <br /> <br />The bid compilation sheets for the Corban Avenue Parking Facility are attached. <br />The lowest responsible base bid is by KIP Corporation, and any combination of <br />alternates also results in their bid being lowest. <br /> <br />I would recommend, if you choose to accept their bid, that you include all three <br />alternates. Alternates 1 and 2 add a drip irrigation system for the landscaping <br />and electrical services for that irrigation and outdoor events, respectively. The <br />third alternate is a reduction through the elimination of a brick planter wall that <br />is replaced by vinyl fencing. With all three alternates the total KIP Corporation <br />bid is $291,034.05. <br /> <br />The Concord Downtown Development Corporation (CDDC) has also suggested <br />another method to construct this parking facility. It would require that all bids <br />be rejected, and that the facility be constructed through the CDDC. The City of <br />Concord lot on Church Street was rebuilt through an arrangement with CDDC <br />whereby they acted as owner with Steve Osborne of the City of ConCOrd as <br />contractor. Through this arrangement bids were not required, some of the work <br />was performed by public staff, and substantial savings were achieved. The <br />CDDC is proposing that we employ a similar arrangement. <br /> <br />Steve Osborne is currently preparing a cost estimate for the project should you <br />choose to do it through CDDC. He is attempting to have that estimate prepared <br />by your meeting on February 15th. <br /> <br />I will be present at the meeting to answer any questions that you may have and <br />will request that Trish LeDuc with CDDC and Steve Osborne with the City of <br />Concord be present also. <br /> <br />Attachments <br /> <br /> Planning Services Division <br /> <br />P.
