Ifa client needs to <br />go to inpatient treatment or jail during the course of the program there is no <br />additional assessment fee charged upon re-entry into the program. Treatment <br />.costs vary according to actual hours provided. A ceiling has not been placed on <br />these costs. SAIL assumes that ifa client needs additional treatment hours or has <br />not fulfilled treatment requirements necessary for graduation, the client will be <br />allowed to continue and the program billed for these hours beyond the minimum <br />stated in theproposal of our bid. <br /> <br />ROPT hours <br /> Inconsistencies were found in this proposal. Questions raised were appropriate for <br /> this reason. The RFP has stipulated 52 treatment hours as the minimum, 40 hours <br /> inPhase One and 12 hours in Continuing Care. SAIl, proposed 52 hours on page <br /> 6 of the program description. On Page 2 of the Cost and Price Section, our error is <br /> noted. ROPT Continuing Care cost is NOT the same as IOPT. The minimum cost <br /> of this phase would be $132.00 (12 hours at $11.00 per hour). The Total <br /> Minimum Cost of ROPT would adjust to $572.00. Again, the assessment cost is <br /> NOT part of this figure. It is also important to note that individual sessions and <br /> ai~ereare are also not included in this cost. <br /> <br />Assessments and treatment <br /> Our assessment is an integral part of treatment. Treatment begins during this <br /> process. It is the substance abuse counselor's opportunity to: 1) interview the <br /> client, 2) explain the treatment program in detail, 3) have all necessary paperwork <br /> completed and releases signed, 4) begin the development of an individualized <br /> treatment plan, 5) and if necessary administer the SAS SI or other screening test. <br /> For treatment to be most effective it is critical that the counselor spend this time <br /> with each client. SAIl. does not believe that the cost of $25.00 is excessive or is in <br /> duplication of any services that will be provided by the Partnership Program. <br /> <br />I hope this clarifies the questions raised by the review committee.
