It is a great distinction for the Health Alliance and the community that the Health <br />Alliance was awarded the Robert Wood Johnson Foundation grant. North Carolina was <br />one of 15 states initially selected, and Cabarrus is one of North Carolina's five project <br />counties. <br /> <br /> In the planning process for projects in North Carolina, it became apparent that it <br />would be advantageous for county departments of social services to serve as "lead <br />agencies" (essentially grantees), as the Foundation's funding could be used as the non- <br />federal match for federal Medicaid administrative funding. <br /> <br /> The plan developed by the Health Alliance and DSS calls for DSS to utilize <br />available funding to contract with the Health Alliance for the services of three "Outreach <br />Workers" who will be outstationed at medical providers. They will provide information <br />on N.C. Health Choice and Medicaid, and take applications for these programs. Plans are <br />to station these three workers at the Logan Family Resource Center, Northeast Medical <br />Center's Quick Care (including evening and weekend coverage), and at the new ESC One <br />Stop Career Center (on a part-time basis). DSS would provide training and program <br />supervision to these Health Alliance employees, as well as fulfil the other requirements of <br />grant program lead agencies. <br /> <br /> Through February 2000, Robert Wood Johnson Foundation grant funds of <br />$56,253, and Medicaid revenues of about $64,699, will be available for this project. As <br />factors affecting re-enrollment of families in N.C. Health Choice are of interest to the <br />Foundation, additional funding may be available later. The project will be terminated <br />when the grant funding is exhausted. <br /> <br />~Q~ST <br /> <br /> The amendment request being submitted at this time includes funding required to <br />support the project for the 3.5 months remaining in the current fiscal year.
