Budget Officer <br /> <br />Tom Dillard, Library Director <br /> <br />March 3, 1999 <br /> <br />Appropriation of and Budget Amendment for increase in <br />FY99 State Aid Funds. <br /> <br />During the recently ended ~short session", the North Carolina <br />General Assembly approved a non-recurring increase in the FY99 <br />State Aid funding to Public Libraries. This revenue was <br />originally budgeted at $170,000.00 and was appropriated to the <br />the Kannapolis Library budget. I later learned that the actual <br />amount that we will receive in recurring State Aid is <br />$171,238.00, an increase of $1,238.00. The additional increase <br />in non-recurring State Aid for Cabarrus County is $25,619.00. <br />The total amount of State Aid to Cabarrus County for FY99 is <br />$196,857.00. I intend to use these additional funds to cover <br />costs of several items, most of which are related to computer <br />applications in the Library system. These include replacement of <br />most internal computer cable lines in all libraries to meet the <br />specifications of the new computer system, software upgrades to <br />all staff-use desktop computers to conform to standards of <br />Cabarrus County; purchase of network able laser printers for use <br />with public access computers, and some items of furniture for <br />public and staff workstation areas. <br /> <br />I am advised that the North Carolina State Library will ask the <br />General Assembly to make this increase permanent in FY2000. <br />However, the additional $25,619.00 should be treated as non- <br />recurring increase and as I already advised Mr. Bennett, the <br />revenue amount budgeted for State Aid in FY2000 should be <br />$17i,238.00. <br /> <br />Attached is a budget amendment regarding these additional funds. <br />I request that this matter be placed on the agenda of the March <br />15, 1999 Board of County Commissioners for their consideration. <br /> <br />Copy to: John Day <br /> Susie Bonds <br /> <br /> <br />
