TECHNICAL PROPOSAL <br />Cabarrus County, North Carolina <br />1999 Household Hazardous Waste Disposal Day <br /> <br />OVERVIEW <br /> <br />ECOFLO will provide the necessary materials, personnel and equipment to collect, sort, <br />package, transport, recycle, treat and dispose of the wastes collected from the citizens of <br />Cabarrus County. This technical and budgetary proposal details the standard protocols for a <br />collection event, and includes all applicable costs noted in the RFP. <br /> <br />ECOFLO's philosophy for management of hazardous waste parallels the USEPA's national policy <br />which views land disposal as the least desirable option. Our commitment is to manage wastes <br />with the following hierarchy: <br /> <br />2. <br />3. <br />4. <br />5. <br /> <br />Reduce and minimize the amount of waste generated through public education efforts. <br />Reuse waste whenever possible. <br />Reclaim and recycle to further reduce waste streams and protect natural resources. <br />Treat materials to neutralize, stabilize, or detoxify hazardous characteristics. <br />Dispose of only those wastes that are not amenable to any of the above methods. <br /> <br />SCOPE OF WORK <br /> <br />ECOFLO will collect, identify, sort, package and transport all the wastes collected at the event. <br />Wastes will be transported to our Greensboro facility where they will be fuels blended or <br />consolidated and shipped to facilities identified in this proposal for ultimate recycling, treatment <br />or disposal. <br /> <br />Personnel <br />The job title, individual responsibilities, and number of personnel to be provided for this event <br />are given in Table 1.
