OLD BUSINESS <br /> <br />148 <br /> <br />Consideration of Proposal to Purchase 12 Acres of County-Owned Lend <br /> <br /> Mr. Clifton reported he had received a proposal from Kahn <br />Development Company in the amount of $363,660.00 for the purchase of <br />approximately 12 acres of County owned land located on Highway 601 <br />Bypass. He had received a new proposal this date from Troutman Land <br />Investments in the amount of $381,600.00. He recommended that the <br />Board move forward with the upset bid process for the Troutman <br />proposal. <br /> <br /> There was lengthy discussion regarding the sale of the County <br />property. The Board discussed such issues as the impact of the sale on <br />the operation of the County Fair, the need to locate a new site for the <br />Fair prior to selling the land, efforts by the County over the past six <br />years to assist the Fair with relocation, safety concerns associated <br />with the current Fair site and the increased value of selling the <br />County property and Fair property as one. Mr. Clifton pointed out the <br />Fair has had an offer to sell its property for nine months but has not <br />acted on the proposal. <br /> <br /> Commissioner Privette made a motion for the Board to (1) name a <br />committee to work in conjunction with a committee recently named by the <br />Fair to look at the future of the Fair and (2) to give the Fair a five- <br />year lease on the 12 acres of County owned property. The motion died <br />for the lack of a second. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Barnhart <br />with Commissioners Casper and Fennel and Chairman Barnhart voting for <br />and Commissioners Privette and Carpenter voting against, the Board <br />proposed to accept the offer in the amount of $381,600.00 to transfer <br />approximately 12 acres of land located on Highway 601 Bypass to <br />Troutman Land Investments, Inc., subject to upset bid. Further, the <br />Board authorized the County Manager and Attorney to proceed with the <br />upset bid process for this property. <br /> <br /> There was also brief discussion regarding the cost of the <br />facility lease and renovations for the new Human Services Center. At <br />the request of Commissioner Privette, Deputy County Manager John Day <br />will provide an analysis of the costs for that facility to Board <br />members. <br /> <br />APPOINTMENTS <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner <br />Privette and unanimously carried, the Board reappointed MS. Gina H. <br />Lowery (Townships 5/6/7/8) to the Parks and Recreation Commission and <br />appointed MS. Connie D. Goodman (Townships 1/2/3) and Mr. Kent P. <br />Honeycutt (Townships 9/10) to the Parks and Recreation Commission. All <br />appointments were for terms of three years ending January 31, 2002. <br /> <br />Firemen Relief F~nd Trustee~ <br /> <br /> UPON NOTION of Commissioner Carpenter, seconded by Commissioner <br />Fennel and unanimously carried, the Board approved the appointment of <br />the following persons as Firemen's Relief Fund Trustees as recommended <br />by their respective fire departments. All appointments were for terms <br />of two years ending January 31, 2001. <br /> <br />Allen - Monty Greene <br />Flowes Store - Jim Aldridge <br />Harrisburg - Brian Dunn <br />Midland - Freddie J. Ctine <br />Northeast Cabarrus - Eddie Moose <br />Poplar Tent - Richard Peterlin <br />Winecoff - William Readling <br /> <br />Juvenile Crime Prevention Council <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Barnhart <br />and unanimously carried, the Board approved the following apppointments <br />to the Cabarrus County Juvenile Crime Prevention Council for terms <br /> <br /> <br />
