<br /> The Board of Commissioners for the County of Cabarrus met in recessed
<br />session in the Multipurpose Room at the Cabarrus County Governmental Center
<br />in Concord, North Carolina on Friday, February 19, 1999, at 6:30 P.M.

<br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr.
<br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk
<br />to the Board. Other staff present for the meeting included Mr. Blair
<br />Bennett, Deputy County Manager for Administration; Mr. John Day, Deputy
<br />County Manager for Operations; Mr. Jonathan Marshall, Planning Services
<br />Director; Mr. Don Moorhead, Human Resources Director; Mr. Mike Downs,
<br />Development Services Director; Mr. Bill Kouri, Tax Audit Manager; and Mr.
<br />Stephen Lipscomb, Public Information Coordinator.

<br /> Chairman Barnhart called the meeting to order at 6:30 P.M.
<br />
<br /> Commissioner Privette offered a prayer for the family of Mr. Dennis
<br />Love, Cabarrus County employee who passed away earlier this date.

<br /> The following bids were received on January 28, 1999 for the Corban
<br />Avenue Parking Facility. The "Re-Advertisement for Bids" was published in

<br />He stated the Board could

<br />award the contract to the low bidder, Kip Corporation, at a cost of
<br />$291,000.00 including the three alternates. Further, Mr. Marshall stated the
<br />County could work with the City of Concord to construct the lot through a
<br />combination of interlocal agreements with a portion of the work to be
<br />performed by City and County staff. The City has estimated this cost at
<br />approximately $230,000.00.

<br /> Mr. Bartsell reviewed the legal requirements, specifically force
<br />account limits, associated with contracting with the City of Concord to
<br />construct the parking facility.
<br />
<br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette
<br />with Commissioners Fennel, Privette and Casper and Chairman Barnhart voting
<br />for and Commissioner Carpenter voting against, the Board authorized staff to
<br />proceed with efforts to work out arrangements with the City of Concord to
<br />construct the Corban Avenue Parking Facility.
<br />
<br /> Specific agreements and related budget amendments will be brought to
<br />the Board for formal action at a later date.
<br />
<br />Economic Development Incentives
<br />
<br /> Mr. Clifton reviewed the revised Industrial Development Incentive Grant
<br />Program that he had submitted to the Board in December. He highlighted the
<br />proposed modifications to the current Program, including items related to
<br />increased investment levels, the lowering of the percentage of estimated tax
<br />based revenue, reducing the consideration of investments in personal property
<br />assets from five to three years and the method of grant calculation.
<br />
<br /> Mr. Maurice Ewing, President of the Cabarrus Economic Development
<br />(EDC), stated the EDt Board supported the current inducement grant program.
<br />He explained the program provided a valuable tool in efforts to attract new
<br />industries to Cabarrus County.
<br />
<br /> The Board received a Resolution from the Cabarrus Regional Chamber of
<br />Commerce endorsing continuation of the existing inducement programs.
