Resolution No. 1999-03

RESOLUTION REQUESTING LEGISLATION
FOR AUTHORITY TO ENACT AN ADDITIONAL
ONE CENT LOCAL OPTION SALES TAX
TO FUND SCHOOL CAPITAL OUTLAY PROJECTS

WHEREAS, the Cabarrus County Board of Commissioners is charged with the
responsibility under North Carolina General Statutes with providing public school facilities; and

WHEREAS, Cabarms County is experiencing tremendous growth in school population;

and

WHEREAS, this growth far exceeds the capacity to levy a reasonable property tax for
the construction of required school facilities; and

WHEREAS, the property owner should not be required to shoulder the sole burden of
maintaining adequate public school facilities; and

WHEREAS, a local option sales tax imposed on all residents or consumers of goods and
services would be a fairer and more equitable method of taxation to support public education.

NOW, THEREFORE BE IT RESOLVED that the Cabarms County Board of
Commissioners does hereby request its local legislative delegation to introduce legislation in the
North Carolina General Assembly to authorize the Board of Commissioners to levy a temporary,
one cent local option sales tax that would be used only for public school capital outlay projects,
would require approval of a referendum by the voters of this county to enact and would expire
seven years after the effective date of its levy.

Adopted this 15~h day of March, 1999.

Jeffi.ey L. Bamhart, Chairman
Cabarms County Board of Commissioners

ATTEST:

Frankie F. Bonds, Clerk to the Board
