Resolution No. 1999-03 <br /> <br /> RESOLUTION REQUESTING LEGISLATION <br /> FOR AUTHORITY TO ENACT AN ADDITIONAL <br /> ONE CENT LOCAL OPTION SALES TAX <br />TO FUND SCHOOL CAPITAL OUTLAY PROJECTS <br /> <br /> WHEREAS, the Cabarrus County Board of Commissioners is charged with the <br />responsibility under North Carolina General Statutes with providing public school facilities; and <br /> <br />WHEREAS, Cabarms County is experiencing tremendous growth in school population; <br /> <br />and <br /> <br /> WHEREAS, this growth far exceeds the capacity to levy a reasonable property tax for <br />the construction of required school facilities; and <br /> <br /> WHEREAS, the property owner should not be required to shoulder the sole burden of <br />maintaining adequate public school facilities; and <br /> <br /> WHEREAS, a local option sales tax imposed on all residents or consumers of goods and <br />services would be a fairer and more equitable method of taxation to support public education. <br /> <br /> NOW, THEREFORE BE IT RESOLVED that the Cabarms County Board of <br />Commissioners does hereby request its local legislative delegation to introduce legislation in the <br />North Carolina General Assembly to authorize the Board of Commissioners to levy a temporary, <br />one cent local option sales tax that would be used only for public school capital outlay projects, <br />would require approval of a referendum by the voters of this county to enact and would expire <br />seven years after the effective date of its levy. <br /> <br />Adopted this 15~h day of March, 1999. <br /> <br />Jeffi.ey L.
