138 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />regular session in the Commissioners' Meeting Room at the Cabarrus <br />County Governmental Center in Concord, North Carolina on Monday, <br />February 15, 1999, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, <br />Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Girl Scout Junior Troop 492 of the Rocky River Presbyterian <br />Church conducted the Flag Ceremony. Scouts Taylor House, Anna Weast, <br />Mikki Mims, Kelly Pippin and Brittany Keller participated in the <br />ceremony. <br /> <br /> Reverend Jeff Smith of the Young Memorial Baptist Church gave the <br />invocation. <br /> <br />ADDroval Of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner <br />Casper and unanimously carried, the Board approved the minutes of <br />January 19 and January 26, 1999 as written. <br /> <br />ADDroval of the A~enda <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel <br />and unanimously carried, the Board approved the Agenda with the <br />following changes: (1) Deferred Item D-2 (Sale of Lake Concord <br />Property - Request to Extend Closing Date until July 30, 1999) and Item <br />F-4 (Corban Avenue Parking Facility - Award of Bid and Approval of <br />Related Budget Amendment) until the Retreat on February 19-20, 1999; <br />and (2) Added as Item F-12 discussion regarding the request by the <br />Water and Sewer Authority of Cabarrus County to apply for State water <br />and sewer bond funding for school utilities. <br /> <br />RECOGNITIONS A~TD PRESENTATIONS <br /> <br />Presentation to Frank W. Clifton, Jr., from the Cabarrus Health <br />Alliance Board <br /> <br /> Mr. Charles Phillips, Chairman of the Cabarrus Health Alliance <br />Board, read a Resolution of Appreciation and presented a plaque to <br />Frank W. Clifton, Jr., County Manager, in recognition of his service as <br />a member of the Health Alliance Board from August 19, 1996 to June 30, <br />1998. <br /> <br />Commendation of County Staff <br /> <br /> Commissioner Privette commended County staff me~ers for their <br />excellent service to the citizens of Cabarrus County. Chairman <br />Barnhart concurred with this commendation. <br /> <br /> Commissioner Privette also commented on recent comparisons of <br />school construction costs for the new high school in Cabarrus County <br />with school construction costs in Mecklenburg County. Chairman Sarnhart <br />stated that school construction cost issues would be discussed during <br />the February 19-20~" retreat. <br /> <br />NEW BUSINESS <br /> <br />ADnointment of Caharrus Countv Extension Director as Reeo~ended bv the <br />North Carolina ~OQporative Extension Service - Harvey M.
