O. Box 707
Concord, NC 28026

Dear Frank:

The Cabarrus County Board of Education voted last evening to voluntarily annex the new Concord
Middle School and the new W. M. Irvin Elementary School (formerly called Eastside Elementary
School) into the City of Concord.

This annexation will permit the school system to save approximately fifty percent (50%) in fire
insurance premiums. The city has also indicated that they will pay the monthly lighting fee for the
street lights. A partnership with the City and County Parks and Recreation Departments will provide
significant funding for the athletic fields at this site.

Mr. David Williams with Hartsell, Hartsell and White has advised that Cabarrus County is the
current owner of the property identified above pursuant to the economic incentive a~eement
executed last summer. Mr. Williams now instructs that the County Commissioners will need to
approve the proposed annexation in Open Session and join in on the annexation application to be
made to the City. If possible, please place this on the agenda for the Commissioners' Meeting on
April 19, 1999.

Thank you for your support of Cabarrus County Schools.

Sincerely,

Dr. Harold Winkler
Superintendent.

HW:jmt

pc'

Cabarrus County Board of Education
Mr. Don Clickner

An Equat
Opportunity Employer
