MEMORANDUM TO: Caharms County Board of Commissioners FROM: Jean Kennedy, ITS Director SUBJECT: Recommendation to Accept Bid for Building Inspection Software System DATE: April 11, 1999 Building Inspection and Billing software was included in the original contract with Computer Center awarded last year, however, Computer Center has delayed production of this software and can not deliver prior to year 2000. A credit for the amount of $32,425 was applied to the remaining unpaid balance for tax software. A Request for Bids for a Permit and Billing system was submitted in March, 1999. INFOTRAX was the only company that submitted a bid, however, two other companies responded that a bid would not be forthcoming from their company. Purchasing Agent, Sherri Barnhardt stated that there were no requirements for additional bids, as this bid was not for construction. Based on experience from other counties, we would not expect any additional bids if the RFP was publicized again. Mecklenburg County had a similar RFP last year and had only three responses, none of which were acceptable, therefore, their programming staff is writing a package that will be ready in three years. Other counties contacted also had difficulties locating adequate software for Permits and Billing. To date, six counties have purchased INFOTRAX and three others are negotiating contracts. Computer Center has agreed to integrate this software with general ledger, with testing to begin in other counties in May. I recommend that Cabarrus County accept the bid from INFOTRAX for a Building Inspection Permit and Billing System at a cost of $86,500. Following is a cost summary: Permits/Billing Software $40,000 Database Software and INFORMIX integration $ 6,800 Data conversion $ 5,500 Training and Project Management $ 8,200 * System Modifications $20,000 ** Annual Maintenance $ 6,000 Network and work stations are in place and current software will be used for integration with the Intemet. Adequate funds are budgeted for this project.
