MEMORANDUM <br />TO: Caharms County Board of Commissioners <br />FROM: Jean Kennedy, ITS Director <br />SUBJECT: Recommendation to Accept Bid for Building Inspection Software System <br />DATE: April 11, 1999 <br /> <br />Building Inspection and Billing software was included in the original contract with <br />Computer Center awarded last year, however, Computer Center has delayed production <br />of this software and can not deliver prior to year 2000. A credit for the amount of <br />$32,425 was applied to the remaining unpaid balance for tax software. <br /> <br />A Request for Bids for a Permit and Billing system was submitted in March, 1999. <br />INFOTRAX was the only company that submitted a bid, however, two other companies <br />responded that a bid would not be forthcoming from their company. Purchasing Agent, <br />Sherri Barnhardt stated that there were no requirements for additional bids, as this bid <br />was not for construction. Based on experience from other counties, we would not expect <br />any additional bids if the RFP was publicized again. Mecklenburg County had a similar <br />RFP last year and had only three responses, none of which were acceptable, therefore, <br />their programming staff is writing a package that will be ready in three years. Other <br />counties contacted also had difficulties locating adequate software for Permits and <br />Billing. <br /> <br />To date, six counties have purchased INFOTRAX and three others are negotiating <br />contracts. Computer Center has agreed to integrate this software with general ledger, <br />with testing to begin in other counties in May. <br /> <br />I recommend that Cabarrus County accept the bid from INFOTRAX for a Building <br />Inspection Permit and Billing System at a cost of $86,500. <br /> <br />Following is a cost summary: <br /> Permits/Billing Software $40,000 <br /> Database Software and INFORMIX integration $ 6,800 <br /> Data conversion $ 5,500 <br /> Training and Project Management $ 8,200 * <br /> System Modifications $20,000 ** <br /> Annual Maintenance $ 6,000 <br /> <br />Network and work stations are in place and current software will be used for integration <br />with the Intemet. Adequate funds are budgeted for this project. If you have any <br />questions, please call me at 788-8155. <br /> <br />* Quoted price of $29,500 was reduced because an onsite project manager was dropped. <br />**This cost may be reduced during system analysis phase of project. <br /> <br /> <br />
