WHEREA~, the Cabarrus County Board of Commissioners is charged with the <br />responsibility under North Carolina General Statutes with providing public <br />school facilities; and <br /> WHEREAS, Cabarrus County is experiencing tremendous growth in school <br />population; and <br /> WHEREAS, this growth far exceeds the capacity to levy a reasonable <br />property tax for the construction of required school facilities; and <br /> WHEREAS, the property owner should not be required to shoulder the sole <br />burden of maintaining adequate public school facilities; and <br /> WHEREAS, a local option sales tax imposed on all residents or consumers <br />of goods and services would be a fairer and more equitable method of taxation <br />to support public education. <br /> NOW, THEREFORE BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby request its local legislative delegation to <br />introduce legislation in the North Carolina General Assembly to authorize the <br />Board of Commissioners to levy a temporary, one cent local option sales tax <br />that would be used only for public school capital outlay projects, would <br />require approval of a referendum by the voters of this county to enact and <br />would expire seven years after the effective date of its levy. <br /> Adopted this 15t~ day of March, 1999. <br /> <br /> /s/ Jeffrey L. Bonds, Clerk to the Board <br /> <br /> There was discussion regarding the two proposals and the possibility of <br />approval by the North Carolina General Asse~ly. <br /> <br />Board Retreat Follow UP -- Chairman Barnhart <br /> <br /> The Board agreed to defer follow up to the Board Retreat until the next <br />meeting. <br /> <br />APPQIN'rM~NTS <br /> <br />Water and Sewer Authority Board of Directors (At-Large <br /> <br /> The Board received the recommendation from the Water and Sewer <br />Authority Board of Directors for the appointment of Mr. William Connolly to <br />fill the vacancy created by the resignation of Mr. Brander Rowell. All <br />municipalities except the City of Kannapolis had concurred with the <br />appointment of Mr. Connolly. <br /> <br /> WON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board appointed Mr. William Connolly to the <br />Water and Sewer Authority Board of Directors to fill the at-large position <br />previously held by Mr. Brander Rowell. Mr. Connolly will complete an <br />unexpired term ending June 30, 1999. <br /> <br />Fire Protection District CQmmi~signers <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Fennel <br />and unanimously carried, the Board appointed the following Fire Protection <br />District Commissioners for terms of two years ending March 31, 2001. <br /> <br /> Allen: Mike Faggart, Ralph Honeycutt, John Campbell <br /> Cold Water: James R.
