Criminal Justice Partnership Advi~or~ Board UPON NOTION of Commissioner Privette, seconded by Commissioner Casper and unanimously carried, the Board reappointed County Manager Frank W. Clifton, Jr., Superior Court Judge Erwin Spainhour, Chief District Court Judge William G. Hamby, Jr., District Attorney Mark Speas and Mr. James D. Foster (Criminal Defense Attorney) to the Criminal Justice Partnership Advisory Board. Further, the Board appointed Commissioner Carpenter as its representative on the advisory board. All appointments were for terms of three years ending April 30, 2002. ~ater and Sewer Authority Board of Directors UPON MOTION of Commissioner Privette, seconded by Commissioner Casper and unanimously carried, the Board reappointed Mr. William Connolly as the at large member to the Water and Sewer Authority Board of Directors for a term of three years ending June 30, 2002. Fairground~ comittee Report - Co~m~issioner Fennel Commissioner Fennel reported that members of the Fairgrounds Committee (Commissioners Fennel and Carpenter, David Propst and Alfred Brown) are looking at various sites for the relocation of the Fairgrounds. The goal is to move the Fair by the Year 2000. The Committee has prioritized the following possible sites: (1) Highway 601; (2) Jackson Training School property; (3) County Landfill property; and (4) Frank Liske Park property. Commissioner Fennel announced that the committee would meet at 3:00 p.m. on April 28 to further consider these options. Chairman Barnhart reviewed the issues to be addressed by the Fairgrounds Committee as identified at the March 15~n meeting. Commissioner Fennel made a motion to suspend the sale of ~he County property on Highway 601 Bypass at this time considering the success of the Fairgrounds Committee and its efforts to move forward with the relocation of the Fair. After objections by Chairman Barnhart that the item was not on the agenda and that the Fairgrounds Committee has not formally met, Commissioner Fennel withdrew the motion. Household Hazardous Waste Collection Day - John Day Mr. John Day, Deputy County Manager for Operations, members of the Second Annual Household Hazardous Waste scheduled for April 24 at the Cabarrus County Fairgrounds. reminded Board Collection Day INFORMAL PUBLIC CONM~NTS Chairman Barnhart opened the meeting for fnformal Public Comments at 9:20 P.M. MS. Marilyn Barnhardt of 5800 Wabash Lane, Concord, complained about that Interstate 85 has not been widened due to the proposed construction of the Westside Bypass, She also objected to the annexation of her home into the City of Kannapolis. Mr. Lester Drye of 6700 Zion Church Road, Concord, expressed concern about any increase in property taxes and the hardship it places on persons living on a fixed income. Ms. Carol Bait spoke on the high quality of the schools being built in Cabarrus County. She expressed concern that the type of school construction used in Iredell County is proposed to last for a period of only 20 years. There being no one else present to address the Board, Chairman Barnhart closed the public comments portion of the meeting at 9:35 p.m. REPQRT$ The Board received the following reports as a part of the Agenda: (1) Afl%bulance collections for the billing years of 1997 and 1998 and (2) Progress report on the upset bid process for the sale of County property located on
