Seamon
Chief Court Counselor
Juvenile Services
Post Office Box 70
Concord, NC 28026-0070

Dear Mr. Seamon:

The Cabarrus Health Alliance is pleased to submit the proposal to the Juvenile Crime Prevention
Council (JCPC) for funding of home based family services and prevention services. While the
needs of Cabarrus County may not appear to be as severe as similar needs in other counties,
Cabarrus has significant and serious problems among our school-aged children and families,
which result from our rapidly growing and changing population. This proposal documents and
describes the scope and depth of these problems and demonstrates how this funding will serve to
improve significant adolescent health and in turn increase the likelihood that these juveniles will
make a positive contribution to our community.

Within the county are several excellent examples of cooperation and collaboration. This
proposal demonstrates the collaboration that is needed to enable the county to maximize these
grant funds and continue this program after the grant ends.

Thank you for the opportunity to support our efforts with the Juvenile Crime Prevention Council.

Sincerely yours,

William F.
