ICAUflRUSC UHIYI <br />ND~HI C~,RDLINA <br /> <br />TO: Frank Clifton, County Manager ( <br />FROM: Jim Cook, Social Services Directbr-r <br />DATE: 5-10-99 <br />SUBJECT: Additional Funding from JCPC (formerly CBA) Program <br /> <br /> I am writing to provide information and to request your assistance in taking <br />appropriate action in relation to additional Juvenile Crime Prevention Council (JCPC) <br />funding for which the Department has applied for FY2000. <br /> <br /> The Department has for a number of years received state funding from the JCPC <br />Program. It has received funding which helps to support the Emergency Shelter Care <br />Program operated under a contract with Lutheran Family Services, and which pays most <br />of the cost of two social workers who provide Home-Based Services to children and their <br />parents who have been referred by the Juvenile Court. <br /> <br /> Each year, the Board of Commissioners approves the plan for the use of state <br />JCPC funds allocated to the County, relying heavily on a recommended plan submitted <br />by the Cabarrus JCPC The JCPC develops its recommended plan by assessing <br />community needs and considering proposals submitted by agencies which want to <br />provide needed services The Department has annually submitted requests to the <br />Cabarrus JCPC in relation to its two programs. <br /> <br /> For FY2000, Cabarrus County is slated to receive $45,659 in additional JCPC <br />funding. This new funding does not require a county match. At the April 13 meeting of <br />the Cabarrus JCPC, the Department submitted, as part of its proposals for continuation of <br />its two programs, a proposal to utilize approximately $40,800 of the new funding to add a <br />third social worker to the Home-Based Services Program. <br /> <br /> The Cabarrus JCPC acted to recommend to the Board of Commissioners that this <br />funding be allocated to the Department for this purpose. I understand the Cabarrus JCPC <br />will bring to the Board at its May 17 meeting, a plan which includes this <br />recommendation. Additional Home-Based Services were the highest priority need <br />identified by the Cabarrus JCPC this year.
