Box 428 <br />Concord, NC 28026-0428 <br /> <br />Dear John: <br /> <br />Thanks for your correspondence regarding the Collection of Capital Recovery Fees. <br />From the proposal submitted, you must believe the collection process will simply involve <br />just "collecting" money. <br /> <br />The Staff in the County's Development Services Departanent already deal with multiple <br />issues usually within constrained time periods. Adding a staff person does not resolve <br />the issue. <br /> <br />Requests for permits, inspections and clerical assistance are time sensitive and <br />demanding upon staff especially in peak periods. If you want the collection process to be <br />completed at the time a building permit is issued, then the fee schedule as proposed, $20- <br />$25 per perm.it request, is unacceptable. <br /> <br />It is felt that Lf you want to have us do the administrative function of collecting WSACC <br />Capital Recovery Fees, then the 2 I/2% fee would "recover" the County's cost. These <br />costs include: <br />· Actual collection of the fee <br />· Verification of the fee to be charged <br />· Responding to anticipated questions, comments and complaints about the fee <br />s Interaction with the consumer <br />· Accounting for the transactions , ' <br />· Annual auditing of the txansactions <br />· Other unknowns <br /> <br />Oflice of the County Manager <br /> <br /> <br />
