<br />Permits and Inspections
<br />BE IT ORDAINED that Chapter 14, Article II, of the Code of Ordinances,
<br />Cabarrus, North Carolina is hereby amended to read as follows:

<br />ARTICLE II. PERMITS AND
<br /> INSPECTIONS*
<br />
<br />Sec. 14-16. Permits required.
<br />
<br />(a) It shall be unlawful for any person to
<br />build, construct, repair, remodel, insulate, add
<br />to, move or demolish any structure or building
<br />within the county without first having secured a
<br />permit for the proposed work.
<br />
<br />(b) It shall be unlawful to initiate work on
<br />any proposed project before a permit is
<br />obtained. A fee equal to two times the permit
<br />fee will be assessed for a violation of this
<br />section.
<br />
<br />(c) A permit is not required for any
<br />construction, installation, repair, replacement,
<br />or alteration costing $5,000.00 or less in any
<br />single-family residence or farm building unless
<br />the work involves: the addition, repair, or
<br />replacement of load-bearing structures; the
<br />addition (excluding replacement of same size
<br />and capacrcy) or change in the design of
<br />plumbing; the addition, replacement, or change
<br />in the degisn of heating, air conditioning, or
<br />electrical wiring, devices, appliances, or
<br />equipment; the use of materials not permilled
<br />by the state uniform residential building code;
<br />or the addition, excluding replacemeut of like
<br />grade of fire resishance, of roofing.
<br />
<br />(d) It shall be unlawful to commence or
<br />proceed with any new construction without first
<br />obtaining an insulation permit.
<br />
<br />(e) It shall be unlawful for any person who,
<br />for consideration, installs, akers, or restores any
<br />insulation or other materials or energy
<br />utilization equipment designed or intended to
<br />meet the state building code requirements for
<br />insulation and energy utilization standards, to
<br />begin work without first securing a permit.
<br />This requirement shall not apply to an owner
<br />working upon his own building or to an
<br />installer working under the supervision ora

<br />registered architect or professional engineer,
<br />who name and registration number shall appear
<br />upon the face &the pernm.
<br />
<br />(f) It shall be unlawful to commence or
<br />proceed with construction on any building or
<br />structure requiring a fire sprinkler without first
<br />obtaining a fire sprinkler permit.
<br />
<br />(g) It shall be unlawful to commence or
<br />proceed with the installation, extension, or
<br />general repair of any plumbing system without
<br />first securing a permit.
<br />
<br />(la) It shall be unlawful to commence or
<br />proceed with the installation, extension,
<br />akemation, or general repair of any heating or
<br />cooling equipment system without first
<br />securing a permit.
<br />
<br />(i) It shall be unlawful to commence or
<br />proceed with the installation, extension,
<br />alteration, or general repair of any electrical
<br />wiring, devices, appliances, or equipment
<br />without first securing a permit.
<br />
<br />(j) The following municipalities shall be
<br />subject to the requirement &the county
<br />Development Services Department regarding
<br />issuance of permits, fees, and inspection:
<br />Concord, Harrisburg, Kannapolis, and Mt.
<br />Pleasant.
<br />
<br /> (k) No applicant may obtain a permit of any
<br /> kind without correcting all code defects in his
<br /> work performed under a previously issued

<br />Sec. 14-17. Permit application.
<br />(a) Application for permits shall be made to
<br />the planning, zoning, and building inspection
<br />depa~huent and shall be accompanied by plans
<br />and specifications showing the proposed work.
<br />Sealed architect or engineer drawings of
<br />appropriate footer and foundation design shall
<br />be submitted when existing structures (which are
<br />designed for human occupation) are to be ·
<br />relocated to a new property.
