Memo <br /> <br />To: Cabarrus County Board of Commissioners <br /> <br />From:Ron Harwood, EMS Director <br /> <br />Date: 05/11/99 <br /> <br />Re: Non-Emergency Ambulance Franchise <br /> <br />Due to the expiration of the non-emergency ambulance franchise with American <br />Medical Response (AMR) and its decision to terminate operations in Cabarrus <br />County, pursuit of another company to fulfill this need has been ongoing. AMR plans <br />to cease operations as of 5:00PM on Friday, May 14, 1999. <br /> <br />Another company has expressed interest in obtaining a franchise. I have received a <br />request and an application (provided to you under separate cover) from NuCare <br />Carolina, Inc. I have completed reference checks and conversed with the EMS <br />systems in each of the counties that NuCare presently serves. In each case, I have <br />received nothing but praise and no negative statements. <br /> <br />In compliance with the Cabarrus County Code of Ordinances section on Vehicles for <br />Hire, Sec. 82-53 on ambulance franchises, the following areas have been addressed: <br /> <br />(c) A franchise may be granted if the board finds all of the following: <br /> <br /> (1) The public convenience and necessity requires the proposed ambulance <br />service. Since AMR is not going to continue service, the need does indeed <br />exist. <br /> (2) Each such ambulance and its required equipment have been certified by <br />the state as acceptable for the type of franchise requested. Verification is included <br />in the packet. <br /> (3) The applicant or its officers or partners are responsible persons to conduct <br />or work in the proposed business.
