Day, Deputy County Manag <br />June 16, 1999 <br />Tax Administration Software <br /> <br />At an early budget meeting I reported to you that the vendor for the new tax administration <br />software, Computer Center (Munis), had consistently failed to meet contractual obligations <br />related to the installation, modification and implementation of its set, ware. I also reported that <br />staff had no confidence in the company's ability to resolve these issues, that legal counsel was <br />involved and that alternatives were being sought. By consensus, the Board gave me <br />permission to proceed. <br /> <br />Functioning alternative software has been identified and a contract is attached for its purchase. <br />Cott Systems, which is also supplying appraisal software to the county, has been chosen to <br />replace the Munis package. The attached contract supercedes the current contract with Cott <br />Systems, dated March 15, 1999, and includes the appraisal system from that original contract. <br />The original contract was for $132,198. The new contract is for $287, 786. Excluding in- <br />house development costs for register of deeds and jury selection applications, the county will <br />realize around $I 00,000 in savings by terminating the Computer Center contract. <br /> <br />It is important that Cott Systems soRware is purchased and installed as quickly as possible. I <br />urge you to approve the attached contract.
