Ci v ojcI a na o£is Fire Department <br /> 300 FIREHOUSE DRIVE <br /> KANNAPOLIS, NORTH CAROLINA 28083 <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />City Council <br /> <br />Fire Chief ~ <br />May 10, 1999 <br /> <br />WinecoffFire Department Asset Purchase Agreement <br /> <br />RECOMMENDATIONS: <br /> <br />It is recommended that City Council approve an Asset Purchase Agreement with the <br />Winecoff Fire Department. The purpose of the agreement is to accomplish a merger of <br />the WinecoffFire Department with the Kannapolis Fire Department. <br /> <br />As a result of multiple annexations by the cities of Concord and Kannapolis since 1980, <br />the Winecoff Fire Depmtment's fire district has dwindled in size. The upcoming <br />annexation of the Coddle Creek area will take 80% of the remaining Winecoff fire <br />district. <br /> <br />As a result of these annexations and their resulting contracts, the Winecoff budget is <br />funded, in a large part, through contracts with Karmapolis and Concord. With two of <br />these contracts ending in the next year, and with the impending Coddle Creek annexation, <br />the future of the WincoffFire Department is very uncertain and will likely necessitate the <br />dissolution of the department in the near furore. <br /> <br />Due to the City of Kannapolis' dependence upon the Winecoff Fire Department for fire <br />protection in annexation Areas "H" and 'T', their dissolution would require the City to <br />build and equip a new station to serve those areas. <br /> <br />FINDINGS AND CONCLUSIONS: <br /> <br />Merging the two departments will be a mutually beneficial arrangement for the Winecoff <br />Fire Department and the City of Kannapolis. <br /> <br /> <br />
