Box 707 <br />Concord, NC 28026-0707 <br /> <br />Dear Mr. Moore: <br /> <br /> We have reviewed the preliminary plat proposals for Osprey Lake, Map 5 <br />and Wispering Winds Subdivisions that will come before the Planning and <br />Zoning Commission this month. The Osprey Lake Subdivision is located in the <br />Mt. Pleasant elementary, middle, and high school attendance area. We would <br />not anticipate that the addition of seven lots would have a negative impact <br />on these three schools. <br /> <br /> The proposed Wispering Winds Subdivision is located west of Northwest <br />Cabarrus Middle and High School. It is also in the W. R. Odell attendance <br />area. All three of these schools are capped due to having already exceeded <br />their capacity. With the completion of the new Southwest High School we <br />would expect to be able to accommodate additional growth at Northwest <br />Cabarrus High School. However, until a decision is made to build a new <br />elementary school on the west side of the county and a new middle school to <br />align with the new Southwest High School attendance area, we would <br />respectively request that new subdivisions in that area of the countY be <br />denied. <br /> <br /> Hopefully, a decision on funding for a new elementary and middle school <br />will be made soon. Should this occur, we would anticipate having adequate <br />capacity in the fall of 2001 or 2002 depending on a completion date for <br />these schools. If funding does not become available our options would be to <br />continue capping W. R. Odell Elementary School and to place our middle <br />schools on a multi-track year round schedule. <br /> <br />An Equal <br />Opportunity Employer <br /> <br /> <br />
