LCAliAARUS COUN I
NO,IH CASOLINI
June 21't Agenda

To:

Re:

Board of Commissioners

Cabarrus / S. Rowan
Transit Feasibility Study

The MPO contracted for the attached study that began in late 1998. Documentation is attached
which outlines issues relative to the intent of the study, data gathering activities and the final
recommendations.

It is uncertain if the County will be asked to participate in funding the proposed bus system.

Attempts to have the consultant pursue alternative approaches to determining public
transportation demand and how best to respond to those results failed to garner a response. (See
letters dated May 6, March 2 and January 25, 1999.)

If the cities decide to pursue the transit plan as proposed in the study, it is hoped those efforts
will be successful and financially sound in operation. Based upon the study's limited scope, and
absent of any review of potential alternatives, I can not recommend that the County participate in
funding the transit system as currently proposed.

Hopefully, the consultant's presentation will bring forth new insight that may respond to
previous inquiries. Please advise if you have questions or would like to discuss this issue in
greater detail.

Respectfully,

Uounty Manager

FWC/dpl

Attachments

cc;

Jonathan Marshall
Brian Hiatt, City Manager, Concord
David Hales, City Manager, Kannapolis

Office of the County Manager

-:, ' - · '-/:.: 'hC 2802,5-,)777 · ;73~ 7~8-~'(~ · C~.':r:'t-- - '. ~7~.':~2,
