Rowan Transit Feasibility Study <br /> <br />Dear Ma-. Clifton: <br /> <br />As we near the completion of the Transit Feasibility Study for Cabarrus and South Rowan <br />Counties, there are three significant issues that we, the Consultants, and the Steering Committee <br />which is overseeing our work, must address as we formulate our recommendations: <br /> <br />Should the new service be implemented as an extension of existing county run service or <br />should it be operated as a totally separate service? <br /> <br />Which unit of local government will have overall administrative responsibility for <br />operating the new service7 <br /> <br />Which units of local goverrmnent will participate in the funding necessary to operate and <br />maintain the service and, thereby, become the "Policy Board"? <br /> <br />As the principal funding source for this study as well as for those currently operating transit <br />ser~Sces, the Public Transit Division of the North Carolina Department of Transportation has <br />requested that we attempt to secure answers to these questions. Accordingly, this letter is being <br />sent to you and the County Manager of Rowan County as well as the City Managers of Concord <br />and Kannapolis and the Town Clerks of Landis and China Grove. <br /> <br />To assist those units of local government that may be requested to participate in the service in <br />some manner, we are available to present the results of our work either in a formal or informal <br />setting. To this end, we made a presentation to the Kannapolis City Council during an informal <br />workshop on February 8, 1999, and are scheduled to appear before the Concord Council on <br />March 11. We are also attempting to schedule a date to appear before the Rowan County <br />Commissioners. If you deem it desirable for such a presentation to be made to your <br />Commissioners, we are certainly available to do so. <br /> <br />Based upon the data that we have collected as well as input from several different agencies and <br />local officials, we have identified four (4) routes that could constitute a start-up fixed-route transit <br />service primarily in Cabarrus County, however, one of the routes would extend into Rowan <br />County to a park and ride lot to be located in China Grove. I have enclosed with this letter, a copy <br />of our Report Number Three.
