I x <br />Farebox Revenue x or x <br />Reporting x <br />Payment for Service x <br /> <br />Decisions with respect to the investment in capital, such as vehicles and facilities, are often <br />made in the context of budget restrictions. That is, if budget is available for capital purchases, <br />it may be wise to have the agency purchase the equipment. This provides for long term <br />flexibility with the choice of contractor in that the equipment to operate the system stays with <br />the system even if the contractor does not. However, if capital funds are not available, the <br />operator will provide equipment and include the lease of buses, etc. in the monthly cost of <br />operations and maintenance. <br /> <br />In summary, the contract operation provides the local transit agency with the greatest degree of <br />flexibility and the most cost efficient means of getting started and coordinating services. <br /> <br />· Admlni~tration <br /> <br />The overall management of the transit program, including the integration of community <br />services, is the second component of the organization structure. The administrative structure <br />(and size) depends on the method chosen to handle the operations and maintenance (O&M). <br />Agencies that directly are responsible for O&M services have larger staff complements simply <br />to deal with all of the procurement and personnel issues that P~ow from the day-to-day <br />responsibility for operations. <br /> <br />In the organizational option that has a contractor(s) provide service, the administrative staff <br />requirement is much smaller and is focused on contract admiL, ~tration. Under this plan, the <br />agency staff would be responsible for oversight of the O&M :atract, public information, and <br />intergovernmental affairs.
