Ne pointed out that the Concord City
Council adopted the proposed program with two changes: (1) Reduced the
total number of years of eligibility for real property investmeats from
five to four years~ and (2) Reduced the percentages applied to real and
personal property at each of the three investment levels as follows:
Level 1 - 65 percent~ Level 2 - 70 percent; and Level 3 - 75 percent.

Mr. Maurice Ewing, President of the Cabarrus Economic Development
Corporation (EDC), advised that the EDC Board of Directors supported
the Program as proposed by Mr. Clifton.

There was discussion regarding the proposed grant incentive
program. Issues discussed included the need for a provision to allow
consideration of other factors that would impact the community,
adequate public facilities, the deduction of infrastructure costs paid
by the County for a particular project, the possibility of working with
adjacent counties on projects that border the county line, the need to
balance residential with industrial/commercial growth and questions by
Commissioner PriYette concerning the need for incentives in Cabarrus
County due to the County's prime location and current growth rate.

The Board agreed to further discuss the proposed program at its
work session on June I. Mr. Clifton asked anyone with recommended
changes to the proposed program to contact him.

Clerk to the Board
