Box 707 <br />Concord, NC 28026-0707 <br /> <br />Subject: Adoption of Resolution, Selected Alternative, Adams Creek Interceptor <br /> <br />Dear Mr. Clifton: <br /> <br /> The subject Resolution was forwarded to the Cabarms County (County) Board of Commissioners <br />(Commissioners) by Ms. Sandy Tripp of Camp Dresser & McKee, requesting adoption. This Resolution is <br />necessary to qualify for low interest loans and/or grants that may be available. In order for the County to <br />qualify for consideration for the next round of grants, which are due September 30, 1999, applicants must have <br />approved an amended 201 Facilities Plan. The alternatives examined were to do nothing, which is not <br />acceptable due to the problems with the package plant and pump stations, or to build the interceptor as <br />proposed. <br /> <br /> As you will recall the bond issue that was approved in 1998 by the legislature allowed counties to <br />submit an application for grants on behalf of the school system. In this case, a grant will eliminate the package <br />wastewater treatment plant at Mt. Pleasant High School. In order to qualify for consideration, the 201 <br />Facilities Plan amendment must be prepared and since the County Commissioners can act on behalf of the <br />school system, the County Commissioners must agree to implement the project in accordance with the 201 <br />Facilities Plan amendment. <br /> <br /> Please find enclosed a copy of a Resolution adopted by the Water and Sewer Authority of Cabarms <br />County (WSACC) Board of Directors (Board). Please note that the WSACC Board agrees to the selected <br />alternative and if the County fails to proceed with the construction of the Adams Creek Interceptor, the <br />WSACC Board will continue to maintain the Adams Creek Interceptor project on its Capital. Improvement <br />Program and construct the interceptor in accordance with the selected alternative. This will allow WSACC to <br />be qualified for consideration of low interest loans as well as the County Commissioners. <br /> <br /> If you have questions or need additional information, please do not hesitate to contact me.
