NORTH CAROLINA

Memo

To: Board of Commissioners /~
From: John D. Day, Deputy County Manager
Date: August 24, 1999
Ke: Tree Removal and Replacement

Replacement of the over-mature Bradford Pear trees lining the Sheriff's Department
parking lots along Church St., Means St. and Corbin Ave. was planned for next fiscal
year. Recently, a very large limb fell off one of the trees and onto the sidewalk. David
Goforth of Cooperative Extension was requested to inspect the trees and assess the
likelihood of future limb failure.

Based on International Society of Arboriculture standards, all six trees should be
removed due to hazardous failure potential (Mr. Goforth's report is attached).
Consequently, it is would prudent to remove the existing trees now rather than next year,
and, aesthetically, it would be desirable to replace the existing trees after removal.

A landscaping plan for the entire courthouse complex was prepared last year, and I
recommend that tree replacement follow the plan (specifically, redbuds, dogwoods and
crape myrtles, along with various underplantings).

Following is a detailed listing of costs:

Plant material and labor $17,000
Tree and root removal 4,000
Paver edging 4,000
Irrigation 6,000
Total 31,000

Your approval of this project is requested. A budget amendment is attached
appropriating the necessary funds from contingency. Please contact me if you have any
questions.

Office of the County Manager

~C :~:, 7;? · Concord NC 286,26-4~07 * (704~798-8!00 ·
/)
