Barnhardt, CLGPO <br />Purchasing Agent <br /> <br />Dear Mr. Clifton: <br /> <br /> It is with pleasure that I inform you Sherri M. Barnhardt has completed all requirements and has <br />successfully passed the wdtten examination to become a Certified Local Government Purchasing Off~cer. <br />Sherri has the honor of adding the designation of CLGPO to her name. <br /> <br /> The Institute of Government in Chapel Hill and the Carolinas Association of Governmental <br />Purchasing (CAGP) established the Certified Local Government Purchasing Officer program in 1986. The <br />requirements for the CLGPO are rigorous. To sit for the exam, the successful candidate must have <br />completed five (5) core courses. The core courses are Basic Purchasing, Intermediate Purchasing, <br />Uniform Commercial Code, Principles of Supervision and Construction Contracting. This involves over <br />160 hours of classroom training. In addition, the candidate must accumulate an additional 22 C.P.M. <br />points. A C.P.M. point vades based on actual classroom instruction; however it takes 7 hours of <br />classroom instruction to receive one point. Upon approval of the certification board, the candidate must <br />then sit for a 3 hour written exam given by the Institute of Government. The exam is broken into four <br />parts: Purchasing Law, Construction Law, Management and Uniform Commercial Code. You must <br />achieve a passing score on each part to pass the exam. <br /> <br /> Cabarrus County should also share in this honor. The Carolinas Association of Governmental <br />Purchasing has over 325 members representing purchasing and administrative personnel from cities, <br />counties, town, school systems, public utilities, etc. Since inception in 1986, only 44 members have <br />obtained certification.
