Box 707 Concord, NC 28026-0707 Dear Chairman Barnhart; Please be advised that three seats on the Cabarrus County Library Board of Trustees are currently vacant. Two of these seats are occupied by Trustees who have expressed the desire to be reappointed. One of these is Mrs. Miriam Friday of Kannapolis who has served only one full term. The other is Mr. Martin Efird of Harrisburg. Mr. Efird has served two full terms and has served as Chairman of the Library Trustees for the last year. Mr. Efird is aware of the standing appointment policy of the Commissioners but he has strongly indicated that he would like to serve another term and see the establishment of the Harrisburg Library as a member of the Trustees. Therefore Mr. Efird has requested that the Commissioners consider taking exception to policy and reappoint him for a third full term. Mr. Efird is the only member of the Trustees who currently resides in Harrisburg. I believe that the continued presence of Mrs. Friday and Mr. Efird would be beneficial to the Library System. The Library Board of Trustees recommends that both be considered for reappointment. The third seat is vacated by Mrs. Kirby Bullard of Concord who did not ~vish to be reappointed. After reviewing the file of current applications for appointment to Library Board, the Trustees recommend that Mrs Linda D. Tanenbaum of Concord be considered for appointment. Mrs. Tanenbaum is a retired public librarian who has done considerable volunteer work at the Concord Library. Under the terms of the Library Consolidation Agreement, the City of Concord will appoint one trustee and concur on the appointment of a second trustee by the Board of Commissioners. The City has already made the appointment of Mr. Jack Foard of Concord to satisfy the first stipulation. Since the current vacant seat was occupied by a resident of Concord and is considered to be representing a Concord seat, the City Council must concur with the appointment of the County Commission.. On behalf of the Library Board of trustees, I respectfully request that the Commissioners consider the reappointments of Mrs. Friday and Mr. Efird and the appointment of Mrs. Tanenbaum at the next regularly scheduled meeting of the Board of Commissioners meeting for your consideration.
