Clifton, Jr., County Manager <br /> <br />09/13/99 <br /> <br />HOME Program <br /> <br />There are two items related to the Concord-Cabarrus-lredelI-Rowan Home Consortium on your <br />agenda. The first item is a request to consider transfer of the County's interest in property located off <br />Church Street at Simpson Ddve. This property is owned equally with the City of Concord and they <br />have proposed the development of a Iow-moderate income subdivision on the parcel. The subdivision <br />would also include an adjoining parcel that is owned completely by the City of Concord. Concord <br />intends to use HOME program funds to make necessary infrastructure improvements and to construct <br />some of the new housing, which would allow the County to use the value of the contributed land <br />towards the required local match for our HOME program. The subdivision will probably not be <br />constructed in time for the contribution to count towards the required match this year. <br /> <br />The second item is a project ordinance for the 1999-2000 County HOME Program. Because this <br />program may last longer than a single budget year it must be set up as a separate project ordinance. <br />Cabarrus County's share of the overall consortium is approximately $127000 which requires a local <br />match of approximately $27000. The exact figures are listed on the attached budget amendment, This <br />money is used for scattered site rehabilitation and repair of homes. We concentrate on elderly Iow and <br />moderate income homeowners. <br /> <br />In the previous year's program we reduced the cash contribution through contribution of land to <br />Concords HOME Program. We had hoped to reduce the required match for this year by donation of <br />the County's share of the Church Street property, or through donation of property to the Cabarrus <br />County Community Development Corporation.
