Canaday, Sheriff <br /> <br />Augnst 3 I, 1999 <br /> <br />Mr. Frank Clifton <br />Cabarms Count)' Manager <br />Concord, NC <br /> <br />Dear Mr. Clifton: <br /> <br />Over the past several inonths we have experienced very serious staffing problems with the Jail Food <br />Service Division. <br /> <br />We have continuously had problems obtaining good applicants for employment in that division and when <br />we have been able to hire someone they last from I day to two weeks and quit. <br /> <br />Wc have even had employees just not return to work with no word at all abont when they would return or if <br />the.~ decided to resign, etc. <br /> <br />I prefer to deliver meals to file inntates by having and in house food service staff but it now appears that we <br />can uo lo,get support fl~at preference. <br /> <br />I have talked with a national company, Correctional Foodservice Management, flat provides food service <br />slaffing for other jails in our area, including Mecklenburg, Caldwcll and Iredell Counties and they have a <br />very. good reputation for service and cost. <br /> <br />I am requesting that we transfer the jail food service to that company under the terms of the contract <br />document attached. <br /> <br />This request is nmde due to the fact that we noxv have only 3 of the 6 fidl time allocated food service <br />employees and see no readily available opportunity to meet our allocation we cannot provide adequate <br />levels of staffing for the food service division. <br /> <br />These manpower shortages have resulted in days over the past month that we had no employees on site and <br />had to buy the inmates hamburgers. <br /> <br />I feel that we are in a state of emergency with this manpower shortage. <br /> <br />1 have discussed the legal requirements concerning bidding the food service and have been advised by <br />Sherri Bamhardt and Blair Bennett tlmt it would not be a legal requirement since it would be a service <br />contract. <br /> <br />I prefer not to bid it this year. if possible, because we may loose the slaff xve have for a longer period of <br />ti~ne if diey find out that we arc eliminating rite county funded positions. <br /> <br />The company we have talked with advises that they can possibly take over the operation in as little time as <br />2 weeks after the contract is signed and in no event longer than 30 days. <br /> <br />As you know the food service for thc imnates is critical and a smooth trausition is absolutely necessary. <br /> <br />P.O.
