CABARRUS COUNTY CITIZENS CONSTRUCTION OVERSIGHT COM3~ITTEE <br />· Three appointees by the Board of Education (October 11, 1999) <br />· Three appointees by the County Commission (October 18, 1999) <br /> <br />APPOINTEES SUGGESTED GENERAL QUALIFICATIONS AND BACKGROUND <br />· Residents of Cabarrus County with professional background, training, expertise or <br /> experience in: (facility design, operation or maintenance), (engineering, architecture <br /> or technical support functions in construction), (real estate, banking, accounting or <br /> business decision making functions), (familiarity with site development, land use <br /> practices and other construction related functions). <br />· Ability to meet during week day hours and possibly evenings at varying times; <br /> meetings will include visitations to other North Carolina county school sites as part <br /> of a larger group doing school facility evaluations. <br />· Ability to avoid potential conflicts of interests that could arise from business or <br /> personal relationships with potential architectural firms, building contractors, <br /> project suppliers, subcontractors, or other firms involved directly or indirectly with <br /> school construction activities within Cabarrus County. Committee members should <br /> have NO financial interest (direct or otherwise) in school construction, financing or <br /> design activities associated with the projects under consideration. <br />· Selected appointees should understand and accept that activities associated with this <br /> committee's functions are subject the North Carolina public meeting and records <br /> requirements. Individual members are subject to being questioned and quoted by <br /> the press, media and public. All deliberations, discussions and recommendations of <br /> the committee will be accomplished through open, public meeting formats. <br /> <br />EXPECTED COM3~TTEE FUNCTIONS AND DUTIES <br />· Participate in site visitations of'best' examples submit-ted by school architect <br /> applicants and offer input <br />· Participate in design review evaluations inclusive of local 'interactive design <br /> options' and offer input <br />· Participate in 'value engineering' discussions assisting in the development of final <br /> recommendations <br />· Provide input into 'future' school building design and site selection criteria <br />· Provide feedback to the Board of Education, County Commission, and Public as <br /> required during the process <br />· Provide a summary report of the process for reference in future project efforts. <br /> <br />ESTIMATE LENGTH OF SERVICE <br />· Routine meetings (possibly more often) and site visits from October 1999 through <br /> May 2000 with more sporadic meetings and construction site visits from May 2000 <br /> until construction process is completed (estimated to be January 2002 <br /> <br />COORDINATION, SUPPLIES AND TRANSPORTATION TO VISITATION SITES TO <br />BE PROVIDED BY SCHOOL SYSTEM AND COUNTY STAFF AS ASSIGNED. <br /> <br /> <br />
